Well, sort of. Ask for a one-way mirror. You can try making one by applying plastic window tint film for cars on a regular window pane. Might need several layers before it gets impenetrable enough. Keep in mind that they pretty much only work when it's darker on the "hidden" side of the window.

Observational ones yes, but not those used in the forces. You cant really see that far at depth, so they 'see' using sonar.
