In a more general sense, the motherboard is the device which connects all of the pieces of the computer together; All of the data sent between devices is routed through the motherboard. To keep it short, it is neither, the motherboard is the centre, the hub, and all the input and output devices must be connected to it. The other devices only become input / output devices because the motherboard (which contains the CPU) either reads data from them or sends data to them.
