Not really the term "computer" applies to everything needed for a working system. The tower houses the Central Processing Unit (CPU), Motherboard, Memory (RAM), Graphics Processing Unit (GPU) and Disk Storage. It forms the heart of a computer (and could serve as a "server") but would be useless to a user without a Display, Keyboard, Mouse etc.
Many modern computers do not have a "tower" at all, everything is built into the back of the Display screen, such as a "Tablet" or "All In One".
The type of computer you should buy is really dependent on its purpose. If you believe that you will be moving the computer frequently, then the all-in-one is a better choice. Otherwise, the tower computer, for the same price, likely has far better specifications.
Your tower is your computer. If you are asking if the monitor and computer have to match the answer is no. You can use any monitor with any computer.
