The 2nd Generation iPod Does not have the processing power to run iOS 7. Neither does the 3rd or 4th generation. Only the 5th generation iPod Touch can be legally updated to iOS 7.
Yes, it is! I just installed the iOS7 beta2 on my iphone 4s. It performs well on 4s. Actually, you can even install iOS7 on iphone4 and even 3GS. I heard the iOS7 is slow and stuck on iphone4 or earlier iphone edition. But it definitely works fine on 4s!
You should be able to. Speculation at this point is that users with ios6 will be able to upgrade to ios7 with no problems.

iOS7 automatically shows you how much battery you have left. If you don't have iOS7 then activate VoiceOver and tap on the battery image on your screen. It will read aloud how much battery you have left.
iphones do it is under settings and general (except from ios6 and ios7)
