It sounds like you are asking about an archiver program. There are several options. You can get a trial shareware version of WinRar from RarLab. You get 30 days to use it as a trial unless you pay to register, and then you can uninstall it. Or you might be able to use 7Zip. It is freeware. The links to these are below in the links area.

As for safe, these 2 utilities are safe since you will be getting them directly from the authors' websites.

However, you should be able to read .ZIP files without a utility if you are using Windows XP, Windows 7, Vista, or Windows 8. You would simply download the files you wish to open and try opening it as a folder.
