Run the file." Otherwise, there is no possible way to access it. If you're a kid on the community computer, ask a parent if they will install it. I've looked for several ways to use it without downloading it, and there aren't any. So if you're trying to update to the iOS (7.0.3 as of now) and you need iTunes, you're out of luck. Your phone won't come off update screen telling you that you NEED iTunes to get the update.
iTunes should ask you if you want to install it. iTunes should not install it when syncing without your permission.

New iTunes software can be installed to update the previous version. Only the iTunes software is updated the iTunes library with your music/videos etc. is not affected by the update.
The iPod Touch firmware 3.0 or 3.1 are not available to download for free, and downloading them for free without paying for either one of the firmwares is illegal. Updates to the firmwares are completely free and are offered up when you connect to iTunes with your iPod connected to the computer if you do not have the update.
