I can't tell you why you're not able to use the YouTube plug-in without more information. Are you totally unable to access it? Are you getting an error message of some sort?
Try closing Windows Live Movie Maker, then open it again. If it doesn't help, shut down and reboot your system. If that still doesn't work, I would re-install the program again. I've posted the URL to Windows Live Movie Maker Download site for you below:
