The scroll bar at the right of the screen reflects the location of the portion of the document that is displayed on the screen. When using a program like Adobe Reader, a person can hover the mouse over the scroll bar on the right of the screen to locate the page and line of the document.

The scroll box on the vertical scroll bar indicates the position of the page or location on the page. If the scroll box is in the middle of the slide, the location is on the middle of the current page. A long bar indicates that the page size is very small.
The arrows are there to allow you to move through the document at a reliable pace (clicking the arrow will move you one "step" although the size of these steps vary from one software package to the next. The scroll box allows you to drag the box to a specific location. This makes it easy to make jumps to specific portions of the document, rather than stepping through. This is particularly useful when a document is unusually long.
