I made the costly mistake myself, in turn I have learned that if you are attempted to disable services on you Windows XP you should create a secondary hardware profile*
and make changes to it instead. Back Up registry, and any information you would not want to lose. The RPC service if disabled in the hardware profile will prevent you from being able to paste, or send data to removable drives, prevent you from updating windows, prevent you from using Windows Installer, prevent you from transfering data over your network to/from that PC. Basically wreak havoc on your world.
1. Check to see if service is started
Start-> Run-> services.msc
RPC service and select start
2. Select RPC service in msconfig
Start-> Run->msconfig->services tab->enable all Microsoft services
3. Back Up registry back
Click on File-> Export->Select somewhere where you can find it like My Documents->Click Save
4. Click+ HKey_Local_Machine -> Click+ System-> Click+ CurrentControlSet->Click+ Services-> Click on RpcSs folder-> Right click on Start in the right pane-> Select modify-> change value to 2-> Click ok-> Exit Registry and restart you computer.
5. This is the fix that did it for me.

*Start->Right Click on My Computer->Select Properties->Select Hardware tab->Hardware Profile->copy hardware profile 1->Select new profile Properties->check box Hardware Profiles Selection->apply changes and exit window.

It means that one service depends on another service(s), for instance, Remote Procedure Call (RPC) service is dependent from Workstation service. If Workstation service was stopped RPC service will not work.
What does rpc mean after a artist signature an rpc means an original character dont now why its rpc and not orc
Portmap is a server that converts RPC program numbers into DARPA protocol port numbers. It must be running in order to make RPC calls.The port mapper (rpc.portmap or just portmap, or rpcbind) is an Open Network Computing Remote Procedure Call (ONC RPC) service that runs on network nodes that provide other ONC RPC services.The port mapper service always uses TCP or UDP port 111; a fixed port is required for it, as a client would not be able to get the port number for the port mapper service from the port mapper itself.The port mapper must be started before any other RPC servers are started.The port mapper service first appeared in SunOS 2.0.
RPC Fort was created in 1991.
