It is normally formatted to be text. This can be useful if you want to type a value in a cell that is a number that starts with zero. Normally if you type something like 0123 into a cell the 0 will disappear leaving you with 123. If it was a code number or a phone number with a leading zero and you wanted to keep the zero what you can do is type the apostrophe and follow it with the zero and then rest of the value like this:

'0123

That will automatically format the number as text and the 0 will remain.
