more so the user and my oppinion below that would be the kernel. if you can edit the kernel you can do pretty much anything you want and its also less protected than the register.

This is open to debate, but in general, the weakest link always seems to be the user. That is why social engineering attacks like phishing and email scams can be so effective. Getting users educated and then sold on actually following the established procedures is the greatest challenge.
