Of all the processors manufactured, about half of them are 8 bit microcontrollers (see reference below). The major manufacturers of 8 bit chips are Microchip Technologies, Freescale, and Atmel. Of all the processors manufactured, about 2 percent of them are 32 bit and larger microprocessors. Of all the 32 bit and larger processors, most go into embedded systems -- in particular, about 98 percent of the more than one billion mobile phones sold each year use at least one ARM processor. Of all the 32 bit and larger processors, about 2 percent are PC processors for desktop and laptop PCs. In that 2-percent-of-2-percent PC processor niche, the major manufacturers are Intel and AMD. They account for about 2% of 2% of all CPUs sold.
Intel Corporations manufactures their own products. They outsource to other countries, but the factories are owned by Intel. There is very little information on the manufacturing process of Intel.

It wasn't a matter of "smart" or not. It was literally a "do or die" situation. Traditional PowerPC processors simply couldn't perform any faster; the Cell processor wasn't available yet, and IBM couldn't produce the processors fast enough. Intel was the only company that could produce microprocessors in sufficient quantities to satisfy demand.
