A meta refresh is something coded into the html of a website. It forces the current web page to automatically refresh after a given amount of time as specified in the code.
In Windows 10, the refresh button typically appears as a circular arrow icon. You can find it in File Explorer’s toolbar, usually located at the top left corner, next to the address bar. Additionally, you can refresh a window by right-clicking inside the folder and selecting "Refresh" from the context menu. The keyboard shortcut for refreshing is F5.
There is NO Refresh button on the PC.. however, F5 can work as a refresh button in Windows Environment
If you wish to reload a page from a website in a browser's window (Safari or Firefox for example) you would press the Command (cmd) and R keys.
The easiest way is to download and install that program again. If you want to re-install the program, inform us which program was that and what do you mean by "refresh".
A clean install is when you would have it turned on for the first time. There is nothing else there but windows stuff. If you want to 'refresh' your windows files, consider re-formatting
