That depends a lot on the way the network is set up. There could be an IP address conflict or there could be an issue with one having a default router configured while another does not or they could be on two separate LAN segments without a route defined between them. One could have no IP address assigned (such as in a network with no DHCP server). There could also be a bad cable, access port on the wall, bad port on the router or switch, or many other issues.
