A computer system is not innately or by default "perfect," though you may theoretically conceive of such to a certain extent, as much as anything might be "perfect."

Ignoring work such as Godel's for the moment, let us say the following.

A computer system is just a system that computes, and that is essentially any number of things that are contained together in a discrete (if only perceived as so) manner such that this set of things are capable of carrying out sets of instructions that produce outcomes bounded by said instructions wherein usually the instructions are for the purpose of stipulating a specific method for handling data.

Thus, when you consider that all you are doing is gathering components upon which to base your system, and then imparting a set of instructions to direct those components in order to handle data, yes, you can theoretically create a perfect computer system with the restriction that such "perfection" will only ever be so for

1) the data set that you target when creating your instructions.

2) that which the system is created to do

That is, if you create a computer system to intake any and all possible data, and return calculations of the most optimal action at any given moment for any given scenario, that computer system is theoretically possible. However, the incompleteness of axioms, and here is where Godel's work is relevant, indicates that at some point your computer system will not be able to handle new data originating outside of the original data set.

There is a possibility that you can overcome this through a self-evolving computer system, however that wouldn't really be a computer system, no more than it is really accurate to call a human being a computer system (because at that point you are merging things).

Incompleteness again posits that the instructions you use to direct your system to handle the data, those instructions, to say the least, will over time become inadequate to address all scenarios, as again, once data begins enter the computer system from somewhere outside of the original data set, there is no surety that your computer system will then be able to properly handle it. In addition, depending on the components of the computer system, said components could easily fail to remain "perfect" over the course of time.

There is no such thing as a perfect system although many of us would like to think that there is programmers know it best that you can not make something error free you just try to get as close to that as possible then make a good error handling procedure.
