Menu Item is set of similar commands, actions, filters grouped together in list in Photoshop.

Sorry to say but the only answer I have ever found is to fully uninstall and reinstall it again - making sure to select all the English options through the license page and install prompts. Either that, or learn the language - or look at another photoshop program in English - and work your way through the different menus to edit it's options.
