Yes, every Pixar movie so far has had an animated short, so this one will probably have one as well.
Years of animation has finally improved (by PIXAR) as you can totally see a difference to the short films in: Finding Nemo to The Incredibles. The point about PIXAR is animation in shorter words. Poncz3k

I don't know of a mission statement for Pixar, but if I find one, I will post it. But, some people might say that Luxo Jr. is the logo for Pixar, because it was the first short film by Pixar and it shows up in the logo of each of their movies.
Pixar has always used computer animation. Their first short feature (Luxo Jr) was produced in 1986.
The lamp used in Pixar's logo is a reference to their first animated short, Luxor Junior, for which a lamp is the main character.
