Resources are the responsibility of the operating system (OS). The programmer can request resources from the OS, but must release them to the system as soon as they are no longer required. As such, the programmer must manage the resources required by the program.
In Windows 2000/XP, the utility used to see IRQ assignments for devices is Device Manager, which can be accessed via the Control Panel or by running "devmgmt.msc." In Windows 9x/ME, the utility is also called Device Manager, accessible through the System Properties in the Control Panel. Both utilities provide a graphical interface to view and manage device resources, including IRQ assignments.
