Thier should be a few buttons above the page that look like a series of lines. The second one of these buttons should center your text. If you can't find this buttons go to View, Toolbar, Formatting and click it. Then it should appear. With the text selected or even just the cursor in it, pressing Ctrl - E will centre it.
Click the 'Move Tool' (the triangle w/ 4way pointed arrows found at the top of the toolbar). Then select the text layer (F7). Left click (PC), hold and drag your layer (text or otherwise).
