It means that the command requires additional input in order to complete the command. Typically, a command that uses an ellipsis means that a dialog box will be displayed. There are several ways to accomplish this task. One way for instance is to create a small file that worms it's way around the filters blocking pawngame. To do this you must first right click on your desktop, select New, and click on Text Document. Then write the following: "ping www.pawngame.com". Click on Save As and make it an all file type. On the File name write the following: "command.bat". An icon should appear on your desktop and it should say Command. Open up Command and look at the I.P. that pops up. It's a good idea to take a screenshot in case your account does not have the sufficient parameters to access command prompt.
