Do you mean to "refresh" a website showing on a desktop? On my operating system of Ubuntu 12.04. I simply press f5 and the screen is refreshed.
It will depend on the software being used but is often the Command and R keys.

i think dear it's by..refresh rate of crt..the screen refresh by vertical direction..so light pen can update it's possition..in every..refresh of crt'..but in lcd this is oppisite
