The Random Acess Memory (RAM) is always emptied after AC/DC power to the computer is lost. Most of the times, it may only take 2 seconds, but depending on temperature, it can vary - if temperature is extremely high or low, then it can take a number of minutes. So essentially, there is no such thing as RAM when the computer is off, except for the physical bits of it.
