If you are selecting cells to be used in a function, you can do it without having to minimise the dialog box. You can click straight into the cells you want, once the cursor is in the right argument box for that function. You can also click on the little select icon that is at the end of each argument box that can refer to cells.

It means that the command requires additional input in order to complete the command. Typically, a command that uses an ellipsis means that a dialog box will be displayed. For example, in Notepad, you have a "New" and "Save" command-- they take no additional input to complete (not necessarily, anyways). However, "Open..." and "Save As..." means there is a dialog that must be completed to complete the action (in this case, choosing the file to open or the file to save to).
