You would need to have a 64-bit operating system. Or you would need to find a 32-bit OS that uses PAE extensions and doesn't artificially limit the available memory.
Windows XP (32-bit) originally didn't limit the available memory. While 32-bit processors had only 32 address lines, giving access to only 4 GB RAM, they often had 4 additional lines that could be used to address memory when in Physical Address Extension (PAE) mode. The extra 4 lines meant that even with a 32-bit CPU, 64 GB could be used. However, driver developers didn't quite follow standards and this introduced incompatibilities. So Microsoft limited the use of RAM using a XP service pack. However, it kept the PAE mode enabled in order to take advantage of certain CPU instructions which helped make the system less vulnerable to certain viruses.

Such a product is used to transfer computer files from one computer to another. They are also sometimes used for safe storage of important documents, videos, or photos.
You might need to restart your computer and see if it pops up then. If it doesnt then you need a new computer.
