CL is the same as CAS Latency and RL is the same as RAS Latency. They both pertain to the number of clock cycles it takes to write of read a colum or row of data off a memory module.

I would go with whatever DDR3 1600 or 1866 RAM you can get your hands on. CL-8 RAM is widely available, not significantly more expensive, and a fair deal faster / more tweak-friendly than CL-9 RAM is, I'd look for that if possible.
