Restoring files simply takes the deleted file and places it back in its original area. Because file on a hard drive are never fully lost. Reinstalling deletes the old files and replaces them new.
If you mean to the "Start > All Programs" section, you can visit your Recycling Bin to find the Program/File and restore it.
What do you mean by "resore"? Do you mean get a save file back? If so, it's impossible to do so.
To delete some files you can select file and press DELETE on keyboard, or right mouse button and DELETE. To restore you open recycle bin (double click on icon) and select file that you want restore then press right mouse button and in tab click restore or select file and in the left top corner click restore.

It's not hard to restore deleted files. First check and make sure you didn't empty your recycle bin, if the file is still in there, just restore it. In order to restore them, you must first download a free file recovery program.

To restore a deleted company in Tally, you need to access the data folder where the company files are stored. Locate the company file with the extension .TSF (Tally Software File) or use the backup file if available. Rename the file to have a .DAT extension, then restart Tally to see the restored company in the company list. If you have a backup, you can also restore it by using the restore option under the 'Gateway of Tally'.

If you have a backup of the file. restore it. Otherwise, you'll probably just have to delete it.
If the file is in the Recycle bin, it is easy to recover it. Simply click on the icon for recycle bin on your desktop, and locate the file you just deleted. Then right click on it, and select restore. This would restore the file back to its original location.
