Alt tag would be very essential in this case and if backed up with title attribute it will enhance the usability more. The alt tag should be descriptive to the graphical element as alternative text to the image in case it was not rendered successfully or a delay occur; while the title attribute should be describing the image link in the navigation system.
Title attribute is very effective for search engines as its read as regular content. Using alt and title attributes are very beneficial for people with disabilities and increase keywords density for search engine as well.
