Executing DOS commands in a Windows environment, you mean? It actually depends on the version of Windows you're running. But with the exception of Windows ME, almost everyone of them has the capability to execute DOS commands. Try using the "run" command from the START box and type "cmd". That ought to get you started.

There is no "PE" as in commands, but there is Windows PE.
It's the System folder. But if you are looking for windows/dos commands you'll find them in the Command folder

You can find this out with the ping command. I believe the following is the correct address: ping world79.runescape.com (In Windows, open a Command window; one way to do this is to press Windows-R, and type "cmd" followed by ENTER. Then you can type commands such as the ping above.)
