It usually means making some comparison, that will result in true or false. A classic example is when you are comparing the mark someone got in an exam to the mark needed to pass. So either it is good enough to pass or not. It results in a true or false situation. So for example, the mark was in cell A2 and the pass mark is 40, you could use an IF function to show if they have passed or not. The first part is the logical test, as follows:

=IF(A2>=40,"Pass","Fail")

The logical test will check if the mark is greater than or equal to 40. If it is, or in other words if it is true, then it prints the word Pass, otherwise it will print the world Fail.
