Programs like 3DS Max and Maya are high-end 3D modeling applications and are not generally used for games because of the model complexity. Most games, despite their gorgeous aesthetic value, were created using as few polygons as possible and enhanced mainly with texture, bump, transparent and specular mapping. Although 3DS Max is a great program to create them in, more versatile and lightweight applications are used for game specific model rigging for animation and ease of transfer. Applications like Blender, Rhino and MilkShape are commonly used in the game industry, especially the lesser known and smaller development companies because of their compatibility with certain game engines. Then there are the game engines themselves which may require certain animation and system formats.
3DS has been used as a main development tool for games in the past and still is nowadays, but in my research I have noticed that developers might start their creations with Max or Maya, but eventually rig animations and create scenery in another program. Don't get me wrong, Max and Maya can do them all and with fantastic quality, but gaming is not based on an entire scene with all particle systems and animations in a single program, if they were, eventually the individual objects, systems and stages need to be exported either into another application, the game engine or both.
