Depends on if the drive was powered on or not. If not you can wait awhile for it to dry out, or even better spray it off with compressed air to dry it out. DO NOT turn it back on or it will fry.

If the drive was on when it fell in the water, you'll just have to dry it out and see if it still works.

Electronics are washed with water as part of the manufacturing process; the key is that they aren't powered on. Wet electronics with power applied makes for lots of short circuits and that causes damage.
