I've received it many times...it's military travel pay. I just got exactly the amount I expected for my PCS to Idaho recently with this exact numerical explanation.
For me, this was a clothing allowance from the USAF

Most likely its from the govt, if your in the military and you just pcsed then thats what its from.
You don't need a vendors license for the footwash. you just have to pay for the spot you sit up in.,..

Since each vendors got the same number of cavans, they got 8 cavans each. So that each of the vendors paid 8 x 470 = $ 3,760.00.
If the individual vendors want to pay the transaction fees, they will offer to take payment. But, in my experience, it is best to have cash.
It is not required to pay import taxes if purchasing directly from China. While it is common to do so, big vendors avoid the like by ordering direct.
When company purchases supplies from vendors they are require to pay them at the same time but instead of paying them out immediately they got the time to pay in future so it is the liability of the company to pay them that;s why accounts payable is liability and not the asset.
