Because there was additional formatting that is included in the newer versions. To be able to view 2007 files with 2003, choose to 'save file as' from the file menu and then click on the file type box and choose to save it as a 2003 version file. Note that this may cause some things to not look correctly on 2003 as you may be removing certain additional things that 2007 did that 2003 cant do.
