The latest Official build is Build 7100 (RC1). However, Windows 7 build 7127 has been leaked onto the internet. now windows 7 build 7600 is availabe.i also heard that the final release of windows is now availabe(November 2009)
Windows 7 is out of beta, beyond the release candidate, and into RTM. You wouldn't want to run the beta, even if you could get your hands on it. You may be able to download the latest release candidate from Microsoft, but I have a feeling they have closed it down already. You could probably download a torrent somewhere. The latest build is 7600 for the RTM, but it will most likely die within 30 days unless you activate.

Check the build number. 7600 is RTM. Anything between 7100 and 7600 is a Release Candidate. Anything before 7100 is a beta.

In my opinion, no it is not, the Beta expires on August 2009, the RC expires on July, 2010, however, if you plan to purchase Windows 7, I highly recommend upgrade as Windows 7 has passed several benchmarks showing that it is faster and performs better than it's predecessors.
