The name box shows the address of the current cell selected or the name of that cell if a special name has been given to it. It can also show the name of a range. You can type in a cell reference or a range name in the name box and it will bring you to that location. The name box appears to the left of the formula bar.
I am not aware of a name menu in Excel. However, Excel has a name box that displays the name or cell reference of the active cell.

The Name Box is on the Formula Bar, so if it is visible, then so will the Name Box. It can be hidden or shown through the View section of Options.

It uses the username that has been defined in Excel. So if the username was Joe, then it would read: Created by Joe on 17/09/2014
It is known as the Insert Function dialog box. You can get help from it and information on the arguments it may have.
There is nothing in Excel called a cell name bar. However, there is a cell name box, located to the left of the formula bar.
