The manufacturer recommends at least a 700MHz processor for both Mac and PC versions.
Spec-for-spec, a Mac running Windows under Bootcamp and an identical (meaning same processor/chipset, RAM, graphics card, hard drive speed, etc) PC should perform just about the same. The Mac's performance fits inside the usual variation of performance between other PCs similarly outfitted.

I'll try to answer this as best as I can. A processor doesn't supply power. Power-based, you'd be looking at the actual power supply. If a PC doesn't have enough power, the system can either stall when trying to access unavailable power, or simply shut down. However, if you mean something else, the processor can bottleneck you. I put in a $120 Graphic card into my system and saw no change in my computer. When I got a new motherboard and processor, my performance skyrocketed.
Your PC could have a slow processor. The processor speed on your computer will slow down how fast your computer operates.
Apple worked with IBM and Motorola to develop the Power PC processors which were a development of IBM's POWER1 processor. Apple used Power PC processors in their range of Macintosh computers between 1994 and 2006 when Apple switched to using the processors from Intel's range. IBM produces a range of processors for all types of devices including the Cell processor used in Sony's PlayStation (The X Box also uses a Power PC processor). (See links below) In 2008 Apple spent $278 million to acquire PA Semi a company which designs processors based on the Power PC model. It is not known what Apple intends to do with processors designed by the company.
