Tools menu for Internet Explorer 7 can be found below the address bar and is the 5th option after, File, Edit, View and Favorites... It can be also found on the top extreme right..

After file is converted to what? What you mean by file is converted? If you have file saved in format that supports layers you can edit it.

You have to edit the file which is called boot.ini But you should not edit it directly, you have to use a special utility. If you edit it directly your system will not work after rebooting.
