This depends on what you intend to use it for. Out of the box, the Q6600 will perform marginally better, but produce slightly more heat. For over clocking, Q6600s are proven performers, as i type this, mine is currently sitting at 3.6GHz, at 36 degrees C. As the Q8200s are 45nm, and have a higher multiplier, they are considered to be less capable over clockers, although personally i have found 45nm CPUs to be excellent over clockers.
Q9650 is faster and better about heat than q6600. Also it's easier to oc.

For the Intel Quad Core Q6600, a good cooling solution is the Cooler Master Hyper 212 EVO, which provides excellent airflow and cooling performance. Additionally, the Noctua NH-U12S is a highly recommended option for quieter operation while maintaining low temperatures. Both fans are compatible with the LGA 775 socket and can effectively manage the heat generated by the Q6600 during operation. Make sure to check for case compatibility as well.
