Additionally, if a game or application is uninstalled, it may free up some of the dedicated memory. Overheating can also cause the GPU to throttle its performance, effectively reducing available memory temporarily. Lastly, if the GPU is failing, it may not properly allocate its dedicated memory.

That depends on what kind of video card you have. If you have an integrated video card (most likely) you may be able to allocate some more shared memory to the video by simply adjusting a setting in the BIOS.
