SMPS: Switch Mode Power Supply - specifically refers to switch mode power supplies which are supposed to be more efficient by using a much higher frequency than mains on the primary winding of the transformer. Charger could refer to either a SMPS or a conventional transformer which operates at mains frequency. For charging batteries outside of the laptop, both will have extra circuitry.

Switched Mode Power Supplies, do not use Transformers to change the voltage. This makes them lighter and more efficient.
They chop up the rectified mains into small pulses and then charge a capacitor. This is all controlled precisely by electronics. Altering the pulse width can control the current demand and regulate the output voltage.
When they are off load (battery charged and computer off) they draw minimum current from the mains. As the load varies, a smps can cope with changing current and yet keep the voltage accurately within specification.
Laptop chargers use this process instead of a transformer. This keeps the weight and bulk down. A transformer capable of handling 4 to 6 amps at 20volts would be very heavy, bulky and more expensive.
