Several technologies claim the name digital pen, or a similar name. All have in common that they try to capture hand writing or drawing:
Over a decade ago, light-sensitive pens were sometimes used on the surface of a cathode-ray tube (CRT) monitor. These pens could be used similar to the touch interface of modern touch-sensitive displays, and could also be used to draw or write electronically onto the computer screen.
Commercially available graphics tablets support digital pens for writing and drawing. These devices are commonly used to capture digital signatures, or used by visual artists and designers. Depending on the graphics tablet's technology, pens can be passive (no battery or cable connection required) or active (battery or cable connection required).
Touch-sensitive displays as used with modern smart phones, tablets and some laptop computers work in much the same way as graphics tablets, but are generally designed to be operated by a finger rather than a pen (or "stylus").
More recently, digital pens in the form of electronically enhanced ballpoint pens became available. Those seem to exist in two forms: one uses a special paper with barely visible raster marks. These pens scan and remember the lines drawn, and can transfer this data to computer software. More modern digital pens can use any paper type, but also operate on the basis of memorizing lines. The computer software can then convert the lines into an image of handwriting (maybe even automatically recognize the writing and transcode it into a computer document), or into a drawing.
