A raw fact is a fact without context. The fact is true but its meaning can be different when placed in context.

Example: 'George is 16 years old' is a fact but George could be a person or a dog or a ship. The context is important because if George is a dog then this context 'means' that George is old. If George is a person then this context 'means' George is young.

Therefore without the context the fact is 'raw'.
