This is the area around the edge of a printed page with nothing printed on it. There are two main reasons for leaving this 'wasted' space:
1. Most printers are unable to print right out to the sides of the page, especially right at the top of the page.
2. Paper pages sometimes get damaged at the edges in use (look at a very old book). Leaving a blank border provides some protection for the printed information.
