A soft processor would be a program that actually simulates a processor.

Software can today be used to simulate older computers as the old Commodore 64.

Hard processor is the core in a computer. It is working the way it is due to "hard wired" connections and can (mostly) not be changed via software (some can be updated a little bit but this does not change the entire processor. only a tiny fraction of its internal programming).

There are possibly other definitions describing the terms.
