I think there is no the 'best' video editing software, everyone'need for video editor is different.

For the people who just use video editor to do something simple like organize photos and vlog, a simple and easy to start software is suitable for them,like TunesKit Acemovi, while others who want to leran more about editing and do something fantasic and complicated effects, the professional one like Adobe Premier is the best choise, so the 'best' vary from different people.

If you want to find a best video editor for yourself, you should first know what your need and try several popular software in the market, then choose the one suits you best, not everyone can use the popular software proficiently.

There is no such thing as a good professional special effects video editing software that is free. A good, high quality, special effects software will require money. In my opinion, Adobe After Effects is the best (MAC/PC) but it costs about $1000.

If you have an editing software that allows you to overlay footage and create effects, then there are plenty of stock footage sites that allow free downloads of "special effects". Detonation Films offer quality stock footage for free or low prices. There are videos linked on their site explaining how to make special effects in Final Cut, or other editing programs.

Special Effects are not created with software, they are effects that are created in real life (ie. using props, miniatures, explosives, or fireworks). Effects created on a computer using software are called Visual Effects(vfx).

Programs used to create visual effects include Compositing programs, Match-moving/3D Camera Tracking programs, and 3D animation programs.

- Match-moving programs are used to track the movement of the real life camera to match it in an animation program,

- 3D animation programs are used to create animations of 3D models or dynamics simulations of smoke, fire, explosions, or fluids,

- and Compositing programs are used for combining the 3D effects footage rendered from a 3D program, or to create/add 2D effects using filters and/or live-action footage (also referred to as plates, ie. "fire plates"). Certain compositing programs (ie. Nuke) also have limited 3D features.

Note: Some effects such as fire, sparks, or explosions can be created using vfx plates, however, because they are 2D effects you will not be able to change the angle or rotate around them (simulating a very slight change of angle is possible). If the video's camera movement requires a change of angle in the effect (ie. you need to move around a 3D car), then the effect will need to be created in a 3D program and rendered out as footage, then combined with the original video in a compositing program.

It depends what you mean. For simply editing together a video from camera footage or photos, I'd recommend Windows Media Center or iMovie. For creating raw, animated video from scratch, you would want something like Blender, but it is very difficult to learn, and is not recommended for beginners (Pixar uses it almost exclusively).
