In order to be able to telnet to a computer, it has to be running a telnet daemon or service. Windows XP does not run such a service by default. It can be activated (in the Professional version at least) in the Services console.
This was a problem with Windows Vista, but as far as I know it was fixed. It will be the resolution your computer is running the Game as. You may have to go into your Combat Arms settings and change it to a more perportional resolution for your computer screen.
