Hover Buttons are a feature of FrontPage 98 that allows you to create buttons that change form or colour when the mouse pointer is moved over them. As such, they are great for producing a navigation bar for your site, like the example below:
In Javascript terms, it is impossible, since you don't have a 'mouse pointer'. Pressing anywhere on a webpage that isn't a button and dragging scrolls the screen.

How to hover with a fly tool on Roblox depends upon which tool you are using. Many fly tools use the "H" button to toggle hover. Some tools automatically make you hover.
Click drag means moving your pointer over an icon and then clicking on it. Then, without unclicking, moving the mouse to where you want to drop the icon. And then unclick. Double click means moving you pointer over an icon and quickly push the left mouse click button two times. Right click just means clicking the right mouse click button. This might be referring to right clicking on an icon. In which case you should hover the mouse pointer over the icon and then push the right mouse button.

The only character that can fly (or hover at least) is Peach. Jump and hold down the jump button to hover in the air for a couple seconds.
