Windows 95 does not have a system policy editor, because it does not support access controls without third-party software. Windows 95 is essentially a single-user operating system.
Android is an operating system, much as Windows is an operating system. It is not possible to run Windows 8 on Android. Microsoft only allows Microsoft 8 RT to be installed on certain devices, so it is highly unlikely that any Android device will ever run Windows 8 RT. However, it it technologically possible for and Android device to run Windows 8 RT, with the only limitation being Microsoft's strict policy on the devices that will be certified to run it.

Standard Operating Procedure (SOP) is derived from policy. Command policy in the military, and corporate policy in the workplace. The rules set up the outline and parameters to work within, and the actual operating procedures fill in the gaps. This is *what* we should do (policy), and this is *how* we should do it (procedure). Organizations often forget this, and adopt procedures that later fall apart when a policy is finally implemented or changed.
