The Users tab is visible only if XP has following registry key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\Cu rrentVersion\Winlogon\AllowMultipleTSSessions" with type REG_DWORD and with value 1.
Removing that key or changing value to 0, the Users tab will disapear.

In order to disable the task manger click on start->run and type gpedit.msc. Under the group policy setting choose user configuration->administrative template->System->Ctrl+Alt+Delete->Remove task manger. Now double click on remove task manager.
