F7 to show/hide LAYERS palette.
double click on layer thumbnail in layers palette,this will open new window,check stroke and click on letters "stroke"(letters not check box)
From PATHS palette at right side of screen (Window > Paths). Take a look at bottom of palette, there are options to fill, stroke path or to load it as selection if you need.
You can use Stroke from fx at bottom of Layers palette (click on fx to show list then choose Stroke), also can outline selection, until ants marching arround selection (must be some selection tool active) right click on image and choose Stroke.. from list.
if you just have black and white in the picture you could press ctrl+u and pick using a colour slider Outline can be changed from Layer effects - stroke, effects are on bottom of LAYERS palette if drawing is on separate layer. You can create selection, create work path from selection, then stroke path.

Click on vector mask thumbnail if You are creating vector mask (fade as You say is visible when vector mask on LAYERS palette have border around), another way is to expand PATHS panel and click outside of path (have blue background color when is active) to deactivate (deselect) it.

layers are independent pictures stacked one to another,you can make for every stroke independent layer,and if there is something you did wrong or disliked you can change or simply delete layer and everything on layer will gone,or you can change colors for that layer independent from other layers and strokes
